INTRODUCTION
The Uniformed Services University of the Health Sciences
In 1972, under the sponsorship of the late Congressman F. Edward Hébert, Congress enacted the Uniformed Services Health Professions Revitalization Act Public Law 92-426. This Act authorized the establishment of the Uniformed Services University of the Health Sciences. The Act directed that the University be organized under the Department of Defense and be located within a twenty-five-mile radius of the District of Columbia. The Act further provided for a Board of Regents, appointed by the President of the United States with the advice and consent of the Senate. This Board would be responsible for advising the Secretary of Defense on the operation of the institution. The Act authorized the University to develop advanced-degree programs in the various biomedical sciences. The University's priority, however, would be the education of uniformed medical students.
In 1974, the DOD published DOD Directive 5105.45. This Directive, revised last on March 9, 2000 (primarily to recognize the Graduate School of Nursing which had been approved in 1996), established the administrative framework under which the University would function in the DOD.
Mission
The Uniformed Services University of the Health Sciences is the Nation's federal health services university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the public good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service,and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness.
Organization
The USUHS consists of:
- A Board of Regents established and operated in accordance with the Federal Advisory Committee Act that consists of members appointed in accordance with Public Law 92426, Section 2113(a).
- An Executive Committee consisting of the Surgeons General of the Military Departments, established and operated in accordance with Title 10, United States Code, Section 2112, et seq.
- A President of the USUHS who serves as agency head and the chief executive officer of the University, who serves as the Dean of the University described in Public Law 92426, and reports to the Executive Committee consisting of the Surgeons General of the Military Departments.
- A Dean of the F. Edward Hébert School of Medicine who functions as the chief academic officer of the F. Edward Hébert School of Medicine and reports to the President of the University.
- A Dean of the Graduate School of Nursing who functions as the chief academic officer of the Graduate School of Nursing and reports to the President of the University.
- Other deans, academic officers, faculty members, administrative officials, staffs, and other subordinate organizations as may be required for the accomplishment of the University's mission
- A Commander of the University Brigade who serves as the command element for all uniformed personnel assigned or attached to the University and reports to the President of the University.
