USU ADMINISTRATIVE INFORMATION
The President of the University
- Is the chief executive officer of the University
- Represents the University to the DOD and the Congress
- Oversees the organization, direction, and management of the University & ensures that educational programs meet the standards of appropriate and recognized accrediting, licensing, and certifying agencies
- Advises the Assistant Secretary of Defense for Health Affairs and each of the four Surgeons General (Army, Navy, Air Force, and Public Health Service) on medical education, and related matters
- Pursues and manages resources for the University's operation, development, and growth & plans for the University's future development
- speaks for the University with representatives of external organizations in coordination with the Office of the Assistant Secretary of Defense (Public Affairs)
The President of the University reports to the Assistant Secretary of Defense for Health Affairs for general oversight and to the Board of Regents for academic oversight.
All vice Presidents, the Dean of the School of Medicine, the Dean of the Graduate School of Nursing, the Office of the Brigade Commander, the Office of Continuing Education for Health Professionals and the Director of the Armed Forces Radiobiology Research Institute report to the President of the University.
The Vice President for Research
- Facilitates, encourages, promotes, and serves as the focal point for all research activities of the University
- Identities and publicizes research funding sources and supports faculty members in their attempts to secure funding for their research
- Administers the University-funded research program
- Administers the Intramural Research Program
- Oversees grant application submissions, pre-award administration
- Oversees operation of the Institutional Review Board
- Monitors, reviews, and approves all post-award activities, including budget and scope-of-work modifications, site visits, financial reports and audits, interim and final reports
- Oversees institutional review committee assurances and approvals
The Vice President for Teaching and Research Support
- Provides the University, students, faculty, and staff scientific and administrative support for teaching and research functions of the University.
The following departments report to the Vice President for Teaching and Research Support: the Audiovisual Center, the Biomedical Instrumentation Center, the Center for Informatics in Medicine, the Department of Environmental Health and Occupational Safety, the Department of Laboratory Animal Medicine, the Learning Resource Center, the Multidisciplinary Laboratories, the University Information Systems, and the Pharmaceutical Supply Department.
The Vice President for Executive Affairs
- Maintains cognizance over all issues presented to the President of the University
- Orchestrates the University's strategic planning process
- Conducts special reviews, analyzes, and studies concerning the broad range of University plans, programs, and initiatives
The Vice President for Executive Affairs reports to The President of the University.
The following offices report to the Vice President for Executive Affairs: the Office of University Affairs (including Alumni Affairs), the Office of General Counsel, the Office of the Registrar, and the Office of Review and Evaluation.
The Office of the General Counsel
- Advises and prepares for the Board of Regents and the President of the University legal reference documents on issues which may have legal significance to the University
- Represents the University on controversial legal issues with the military departments, the Office of Secretary of Defense, the General Accounting Office, and other Government agencies
- Advises University faculty, staff; and students in pertinent areas of administrative law (e.g., contract law, personnel law, Freedom of Information Act, government ethics)
- Conducts legal research and prepares opinions in a wide variety of cases, projects or problems in which the University is or may be involved
- Provides liaison to outside counsel representing the University before various adjudicative bodies
- Instructs students in health law and other classes where the expertise of medicine and law is required
- Provides legal assistance to students and staff
- Serves as special assistant to the President of the University for special projects
- Prepares the University's position on proposed legislation and testimony, accompanies witnesses, as appropriate, in appearance before Congress
The Director of Review and Evaluation
- Performs as an independent oversight office for the President of the University;
- Manages the University Internal Management Control Program for the effective and efficient use and protection of government resources
- Serves as the Executive Secretary to the University Board of Regents
- Serves as professional staff director of the Council of Governors.
- Reviews University proposed and final policy documents to ensure compliance with DOD regulations and to ensure cost-effective implementation of University policies and procedures;
- Investigates allegation of fraud, abuse, and mismanagement; conducts reviews of University programs; serves as the University coordination point for external audits and investigations;
The Office of University Affairs
- Serves as a central public information source
- Plans key university events
- Serves as Alumni Liaison
- Publishes official University magazines
- Advises the University community on protocol, special events, conference planning, and communications tools
- Provides for visitor coordination, projects, innovations and campus orientation tours;
- Acts as special assistant to the Office of the President on matters of protocol, special projects, communications, and public affairs;
The Office of Special Events and the Office of Alumni Affairs report to the Director of University Affairs.
- Maintains all student academic records of the University, including grades, remedial grades, results of Board examinations, and student's academic progress;
- Certifies academic credentials of graduates who are applying for licensure, internships, residency programs, fellowships, or professional certification
- Prepares official documentation for all degrees that are presented to University graduates;
- Manages the Medical Student Promotion Committee
- Publishes the senior elective catalog for fourth-year medical students, and schedules their courses and electives
- Coordinates clinical rotations and the travel budget for third-year medical student programs and some fourth-year medical student programs
The Vice President for Minority Affairs
- Advises the President of the University and the University community overall on issues of importance to the status of minorities and women in the University;
- Coordinates assessment of climate relative to minorities and women;
- Monitors admissions of medical and graduate students to ensure that applicants are sought from all sectors of the society and that admissions decisions are fairly made
- Coordinates educational activities which link the University with the community; coordinates support for minority and women students and faculty;
- Advises the civilian and military personnel offices on programs and policies of importance to the University's commitment to equality of opportunity; develops educational enrichment programs to expand applicant pool for both medical and graduate programs;
The Vice President for Finance and Administration
- Oversees the provision of the full range of administrative support, facilities, logistics, and security services for the University.
- Oversees the Civilian Human Resources Management Directorate and serves as the Equal Employment Opportunity Director to ensure equal opportunity employment services to University personnel;
Assistant Vice President Administration
The Administrative Support Division, the Directorate for Civilian Human Resources, the Facilities Division, the Logistics Division, and the Security Division report to the vice President for Administration and Management.
The Administrative Support Division
- Serves as the Records Management Office, developing and maintaining a standard University filing system
- Provides senior oversight for the University's Equal Employment Opportunity program
- Provides professional travel services and serves as the Contracting Officer
- Collects, maintains, and distributes Federal, DOD, and University instructions, manuals, and other publications
- Provides transportation services and arranges for courier deliveries
- Provides copier management and engraving services
- Publishes and distributes the University's personnel locator
- Duplicates or arranges for the professional printing of material
- Receives, sorts, meters, and distributes U.S. and in-house mall
- Provides and maintains pager services
- Acquires, develops, and maintains Federal, DOD, and University forms
The Civilian Human Resources Directorate
- Develops and implements civilian personnel policies and programs to attract and maintain fully qualified and productive workforce in order to accomplish the University's mission
- Develops and administers a personnel information management systems to meet the information needs and reporting requirements of the University
- Provides staffing, recruitment, employee relations, performance management, employee benefits, employee training and career development, position management, position classification, affirmative action, and records maintenance services for administratively determined employees and non administratively determined employees
- Administers H and J VISA programs for the employment of qualified non-citizens at the University
The principal subdivisions of the Civilian Human Resources Directorate are: The Staffing and Classification Division and The Workforce Relations and Training Division.
The Logistics Division
- Processes and monitors all University requests for supplies and equipment to ensure that items are properly catalogued, reviewed, and ordered through the appropriate sources
- Monitors, inspects, schedules, and coordinates the University's property management inventory & trains all University property custodians
- Performs routine maintenance, repairs, calibrations, etc., of University office and laboratory equipment, including computers
- Manages the University's redistribution and disposal of excess equipment
- Manages and monitors the University's maintenance service contracts
- Provides material shipping, receiving, and delivering services
- Manages the University's recycling program
The principal subdivisions of the Logistics Division are the Customer Support Branch; the Property Management Branch; the Receiving, Distribution and Records Branch; and the Technical Services Branch.
- Ensures all DOD, military, federal and contact employees, as well as visitors have the proper background investigation for the. level of position sensitivity and/or security clearance
- Provides a complete security program for the University, including all aspects of personnel, physical, information, and industrial security
- Assists in determining the sensitivity of individual positions
- Ensures the protection and proper handling of all classified information
The Vice President for Resource Management
- Advises the President of the University,. the Deans, and other University managers on all aspects of financial and manpower management
- Establishes and maintains financial and administrative programs in support of faculty and student research
- Provides contracting advice and services to the University
- Trains and supports University members in the use of the CUFS
- Provides systems support for the College and University Financial System (CUFS)
- Oversees the University's cooperative agreements process
The following offices report to the Vice President for Resource Management: the Contracting Directorate, the Financial and Manpower Management Directorate, and Resource Management Information
The Contracting Directorate
- Provides a full range of acquisition services in support of the University
- Contracts for supplies, equipment, minor construction services, information systems, research and development for the University
- Provides customer services from the initial stage of advanced acquisition planning, through funding, solicitation, source selection, and final award
The two subdivisions of the Contracting Directorate are the Contracting Division and the Small Purchases Division.
The Financial and Manpower Management Directorate
- Coordinates with the Defense Finance and Accounting Service's for the University on the design and implementation of an overall accounting system that meets the University's management needs and the standards of the Comptroller General (General Accounting Office) and of the DOD
- Advises management on program plans and policies involving manning targets, budget alternatives, and any other form of cooperative arrangements necessary to carry out the mission of the University
- Develops financial plans and budgets for the University's operations and justifies the University's budget to the DOD, the Office of Management and Budget, and to U.S. Congress
- Analyzes military and civilian manpower projections, controls of budget targets for commitments and obligations, costing of support activities, reports on budget executions and provides data for reports required by various oversight bodies
- Manages the University's manpower control system and insures that it is continually adapting to the specific programmatic needs of the university and of its evolving educational and research missions
- Establishes and maintains the University's Travel Charge Card Program
- Implements budgets that have been approved by the DOD and the Congress
- Manages the University's civilian employee time and attendance system
- Develops, writes, and implements University financial management policy
- Develops and operates the University's interagency agreements process
The principal subdivisions of the Directorate for Financial Management include the Budget Division, Agreements and Manpower Management Division.
